Transparent electronic tendering: KYC vendor setup, encrypted bids and automated evaluation.

What it does

A tender is published with its scope, its budget, who may bid and by when. Vendors who have completed KYC submit their technical and financial bids encrypted and time-stamped, nobody can open them before the deadline, and the evaluation opens the technical bids first and the financial bids only after. The award and the contract are recorded on the same case.

Who uses it

The tendering authority publishes the tender, sets the deadlines and awards the contract. Bidders register, download the documents and submit their bids. An evaluation committee reviews and scores, and finance verifies the deposits and processes the payments.

How it runs

Vendors register with KYC and digital-signature authentication, the authority publishes the tender with its scope, budget, eligibility rules and closing dates, bidders submit encrypted and time-stamped technical and financial bids, the bids are opened and assessed technical first and then financial, and the winner is notified and the contract signed digitally.

In government, and in a private business

For a department or a PSU, the bid cannot be seen early and the evaluation order cannot be changed, which is the substance of a fair tender and what a complaint against one turns on. The earnest money is tracked with the bid it belongs to.
