What it does
Money that has been sanctioned for a project reaches the vendor or the institute through a chain where every step has a person and a record. The request, the budget approval, the prepared payment and the release are four separate acts, so nobody can request and release the same rupee. Utilisation is watched after the money goes out, not guessed at year end.
Who uses it
Departments raise projects and ask for funds. The district administrator adds the institutes, approves the budgets and disburses. A payment maker fills the payment forms for vendors and institutes, and a payment checker verifies them before anything leaves the account.
How it runs
A department creates the project and requests funds, the district administrator reviews and approves the budget, the maker prepares the disbursement forms, the checker verifies and releases the funds, and a regional manager tracks utilisation until the loop is closed.

For a district or a state body that funds many institutes, the maker and checker split is the control an auditor looks for, and it is in the software rather than in a signature on a note sheet. Every release can be traced back to a sanctioned budget.
