Roadside Accident Claim Management (SHA)

What it does

A passer-by who takes an accident victim to hospital is owed an incentive, and the hospital is owed the cost of treatment. Both claims start on the same case, pass through the administrative and medical reviews that the scheme requires, and end with finance paying the helper and the hospital. Each review is a recorded decision with a reason.

Who uses it

The helper reports the accident and the patient. The hospital files the treatment and incentive claims. Two review desks, one administrative and one medical, approve or reject, and finance disburses the incentive once both have cleared it.

How it runs

The helper submits the accident report and the claim, the hospital requests the treatment and incentive amounts, the claim goes through the provincial and central administrative review, the medical panel validates the treatment side, and finance pays the incentive to the helper.

In government, and in a private business

For a health agency, a claim that today crosses four desks by file has a single case number, a queue per desk and a pendency count that the head of the agency can read. Rejections carry a reason the hospital can act on.

This is a public health workflow and has no sensible owner-run business reading. The nearest private cousin is a multi-desk claim process at an insurer or a large hospital group, which uses the same review chain with different desks.
